Why the data is different
MCL 123.161 water liens

Unpaid DWSD water debt becomes a priority lien that outranks the mortgage and survives sale. We pull it nightly from the water department, score it on the parcel, and price it into acquisition cost. Few operators surface this at parcel-level resolution.
